Qualification Ladder

Tiered provider access should be explicit

The provider intake should collect the evidence needed to place each supplier into the right operating tier, beginning at Tier 5 and progressing toward Tier 1.

Elite Access

Tier 1

Reserved for providers who have proven top-tier quality, reliability, and category-specific delivery strength.

  • Full proof of results and strong successful-work history
  • High trust, fast response posture, and repeatable delivery process
  • Can pay for Tier 1 access only after qualification is earned
  • Receives the fullest obstacle-course visibility and strongest opportunity access

Near Elite

Tier 2

Strong providers who are close to Tier 1 but still need more consistency, proof, or successful-work evidence.

  • Can compete in more opportunities than lower tiers
  • Receives promotion feedback tied to bid quality and delivery signals
  • Not yet eligible to purchase Tier 1 access

Emerging

Tier 3

Developing providers with meaningful promise who are building trust, sharper packaging, and better performance history.

  • Guided through structured feedback and scope improvement
  • Opportunity visibility is partial and filtered
  • Promotion depends on proof, responsiveness, and successful outcomes

Probationary

Tier 4

Early-stage providers who have entered the system but still require coaching, refinement, and validation before broader visibility.

Base Entry

Tier 5

Every supplier can sign up and begin at Tier 5. This is the default entry point into the progression system.

  • Designed to give every provider a fair starting point and a path upward

How promotion should work

Every supplier can start, but no supplier should skip the qualification ladder. The intake must collect the evidence needed to place a provider into the right tier and guide advancement from Tier 5 toward Tier 1.

Promotion

Suppliers move upward when the grading system shows better competitiveness, successful outcomes, on-time work, and reliable execution over time.

Retention

Tier 1 providers must continue earning strong grades. Elite access is defended through continued performance, not held permanently.

Demotion

If a supplier slips on competitiveness, delivery timing, budget discipline, or completion quality, the grading system can move them down a tier.
